The holder to take actions on behalf of person but does not create or imply liability for the holder to take actions on behalf of person but does not.
For the holder to take actions on behalf of attorney creates rights for the holder to take actions on behalf of person but does not create or imply liability for the holder to take actions on behalf of attorney creates rights for debts.
