What is the difference between guardianship and power of attorney?

My son is going to stay with my sister and her husband for the summer. She is trying to get him into something like day camp (he’s 8 yrs old) and says that the Navy will only accept Guardianship. What is the difference between power of attorney and Guardianship? My son isn’t going to live with them, just stay for the summer and possibly for part of the school year.

Attorney is that you sign papers for someone.
Attorney lets you the parent so to speak power of attorney voluntarily when you sign papers for power of attorney is that you sign papers for someone.
